FORTIS offer to acquire Parkway

Fortis wants to become largest health care company in Asia and wants to acquire health care facilities in other Asian countries owned/managed by Parkway. FORTIS will become Indian MNC listed and headquartered outside India, if its bid is successful. What MR Singh wants to leverage?
